EUR.1, ATR and other movement certificates

EUR.1 - preferential import duties are, in most cases, applied under free trade agreements (FTA) concluded by the EU with other countries. The relief from import duties shall be granted, providing that the goods comply with the rules of origin set out in an FTA and the proof of origin is available, such as a EUR.1 movement certificate issued by the customs authorities.

ATR - this movement certificate is used in the EU's trade with Turkey, with which the EU has a customs union. This means, for example, that goods released for free circulation in Turkey can be released for free circulation in the EU duty-free if the ATR movement certificate is presented to customs.
